On October 23, 2020, the Recording Industry Association of America (RIAA) issued a takedown notice to GitHub under the Digital Millennium Copyright Act (DMCA), requesting the removal of youtube-dl and 17 public forks of the project. The RIAA request argued that youtube-dl violates the Section 1201 anti-circumvention provisions of the DMCA, and provisions of German copyright law, since it circumvents a "rolling cipher" used by YouTube to generate the URL for the video file itself (which the RIAA has considered to be an effective technical protection measure, since it is "intended to inhibit direct access to the underlying YouTube video files, thereby preventing or inhibiting the downloading, copying, or distribution of the video files"),[14][15][16] and that its documentation expressly encouraged its use with copyrighted media by listing music videos by RIAA-represented artists as examples. GitHub initially complied with the request.[17][18][19]
Users criticized the takedown, noting the legitimate uses for the application, including downloading video content released under open licensing schemes or to create derivative works falling under fair use (such as for archival and news reporting purposes).[20][5][21] Public attention to the takedown resulted in a Streisand effect reminiscent to that of the DeCSS takedown. Users reposted the software's source code across the internet in multiple formats. For example, users posted images on Twitter containing the whole youtube-dl source code encoded in different colors on each pixel.[22] GitHub users also filed pull requests to GitHub's own repository of DMCA takedown notices that included youtube-dl source code.[22][23]

I've tried re-downloading apps from my Purchased list and found that it worked with no issues at all. But what do you do if you haven't purchased or downloaded an app in the past? One workaround is to use a newer iPhone running on a more recent iOS to download the app you want.
The key is to make sure you log into your iCloud account on the newer device to ensure that the app is saved to your history of app purchases. Once you download the app, head back to your old iPhone and try downloading it from your Purchased list, following the same steps as in the previous method.
To test this method, we used an iPhone XS to log into our iCloud account. We then downloaded an app that we knew we couldn't download on to our older device. Once we got the app, we went back to a spare iPhone 5S and downloaded the same app from our Purchased list, and it worked!
The benefit of these methods is that they don't require you to download any third-party apps that may be dangerous or present security issues. But, of course, it doesn't mean our methods will work for every app on the App Store.
But with how easy it is to see if an older app version is available, it's well worth giving these methods a go. If you suspect another issue stopping you from getting an app, don't worry, as there are several other fixes for apps not downloading on your iPhone that you can try.
Always try the regular download method from the App Store first to see if an older version exists. You can also get any app that you've downloaded in the past by going to your Purchased list. And if all else fails, try downloading the app using a newer iPhone, and then find and install it from your purchase history.
